Non-European Citizens Now Must Have a Job Offer to Migrate to Portugal
The Portuguese government has introduced a new Action Plan for Migration, tightening the rules for migration to the country. Non-EU citizens now need a job contract to move to Portugal. Foreigners wishing to enter the country must secure employment and sign a work contract.
Prime Minister Luis Montenegro, in June 2024, stated that this policy aims to prevent system abuse. The Action Plan for Migration focuses on four main areas: regulated immigration, attracting foreign talent, effective human integration, and institutional reorganization.
Portugal Sees 130% Increase in Resident Migrants, Exceeding 1 Million in 2023
The decision to tighten migration rules is likely linked to the surge in foreign residents. The Portuguese Agency for Integration, Migration, and Asylum (AIMA) reported over one million resident migrants in 2023, marking a 130 percent increase from the previous year and the highest number ever recorded.
Preliminary data from AIMA, reported by Diario de Noticias, indicated that 392,000 more people received residence permits in 2023 compared to the previous year. Additionally, 92,000 more individuals obtained residence permits in 2023 than in 2022.
The foreign population in Portugal has nearly doubled over the past five years. This influx has resulted in a backlog of regularisation applications, with around 400,000 currently awaiting processing, according to authorities.
