The trend of foreigners seeking Finnish citizenship has been steadily increasing over the years, with a notable surge in 2023. According to Statistics Finland, this upward trajectory has been ongoing, with the exception of 2020, when the COVID-19 pandemic and related travel restrictions temporarily disrupted the process.
In 2023, a record-breaking 12,224 individuals were granted Finnish citizenship, surpassing the previous peak in 2017, when 12,219 people became citizens. This marks the highest number ever recorded in the country’s history.
The data highlights that the majority of new citizens in 2023 were from Asia, with 5,251 people accounting for 42.9 percent of the total. Additionally, 4,285 individuals came from Europe, and 2,010 originated from Africa.
Among the various nationalities, Russian citizens led the way, with 1,906 Russians obtaining Finnish citizenship in 2023. Iraqis followed with 1,517 individuals, and Syrians with 805, rounding out the top three nationalities seeking to make Finland their permanent home.
This trend reflects Finland’s growing appeal as a destination for those seeking stability, opportunities, and a secure future.
