In April 2024, Estonia implemented significant changes to its EU Blue Card regulations, making it easier for qualified professionals to apply. The most notable change allows applicants with at least five years of relevant professional experience to be eligible, eliminating the previous requirement for a university degree.
Prior to these changes, only individuals with higher education qualifications could apply for the EU Blue Card in Estonia. The reform aims to attract a broader range of skilled professionals to the country.
In addition to relaxing the educational requirements, Estonia has also adjusted the job offer duration and the employment period criteria for EU Blue Card holders. Under the new rules, those who have held the Blue Card for less than six years can remain in Estonia for up to three months while unemployed. For those who have held the card for over two years, the unemployment period has been extended to six months.
Another important change is the simplification of the process for changing employers. EU Blue Card holders in Estonia can now switch jobs without undergoing labor market testing, which was previously a mandatory step. However, they must still inform their current employer of their intention to change workplaces.
These reforms are part of Estonia's broader effort to attract and retain skilled workers, making the country an even more attractive destination for international talent.
