As of June 17, 2024, the Finnish Immigration Service (Migri) has implemented an automated post-decision monitoring system for specialists' residence permits. The new system is designed to verify whether individuals still meet the requirements for their granted residence permits. In a statement, Migri announced that this system will apply to all residence permits for specialists issued on or after January 1, 2023.
Migri clarified that a residence permit for a specialist is issued to those coming to Finland for work that requires special expertise, provided they meet all necessary conditions. Additionally, the post-decision monitoring will focus on the essential requirements for the permit. For instance, the Finnish Immigration Service will check if the specialist's salary meets the required income threshold.
Finnish authorities have emphasized that the Finnish Immigration Service has been conducting post-decision monitoring since 2017. Currently, the system is used to monitor permits for students and startup entrepreneurs. With the recent changes, the system now also monitors work-based residence permits, aligning with the Government’s action plan against labor exploitation.
Earlier this year, Finnish authorities announced that beginning in January 2024, all individuals who had obtained residence permits would have their documents monitored starting April 24, due to the launch of a post-decision monitoring system.
At that time, Pauliina Helminen, the Director of the Permit and Citizenship Department, emphasized the importance of this system. Finnish authorities also cautioned that if residence permit holders fail to meet the necessary conditions, their permits could be revoked by the Finnish Immigration Service.
