Italy has unveiled a new employment quota program that will be implemented in phases, aimed at further opening its labor market to foreign workers. Under the new plan, the government will gradually increase the number of work permits issued over the next three years, ultimately reaching a total of 497,550 permits by 2028.
As part of the schedule:

164,850 permits will be issued in 2026.

The remaining permits will be distributed across 2027 and 2028 to complete the quota.
This marks the second major wave of labor market expansion for foreign nationals, following the issuance of over 450,000 permits between 2023 and 2025.
The policy is part of Italy’s broader strategy to manage migration more effectively. It reflects a dual approach: combating illegal immigration while ensuring the legalization of employment in sectors heavily reliant on foreign labor. Italian authorities acknowledge that many industries — particularly agriculture, construction, and caregiving — cannot operate efficiently without the contribution of migrant workers.
By implementing this quota system, Italy aims to address labor shortages, regulate employment practices, and strengthen its economy through a structured and lawful migration framework.
