As of the beginning of 2024, citizens of Kosovo can travel to EU countries without the need for a visa, allowing them to stay for up to 90 days within a 180-day period.
In April 2023, when the European Commission announced the visa liberalization for Kosovo, it made it clear that Serbian passport holders would not benefit from the same arrangement. Specifically, those holding passports issued by the Serbian Coordination Directorate in Belgrade were still required to apply for visas for travel to Schengen Area countries.
However, in November 2023, the European Commission proposed lifting the visa requirements for Kosovo citizens holding Serbian passports. This followed the EU’s decision earlier in the year to allow visa-free short-term travel for all other Kosovo passport holders. The proposal seeks to amend Regulation (EU) 2018/1806 to remove visa requirements for those with Serbian passports issued by the Serbian Coordination Directorate.
